Ragging and teasing in colleges

Ragging is a serious issue in our country which has led to lot of  suicides as well as the ragged person becoming unstable. The 2013 movie "table number 21" deals with this issue of ragging. This is based on the article 21 of the Indian constitution. Although all the colleges have a rule placed against ragging ,  we know for certain that ragging still continues today.

This worries many parents , in certain colleges students are encouraged to write complaints against ragging. The question in my mind is that "What is the cause for Ragging in the 1st place ?"," why do people have the necessity to rag ?". "Would it be possible for a psychologist to write a specific thesis on the mind of the ragger?". Many problems in the world are psychological, it is my conviction that even this issue of ragging is something that starts in the mind of the person doing this ragging.  So in my opinion if the psychological issues of this person has could be resolved, there would be no ragging.

People will have to look at the problem in a very unique way, most colleges think of discipline as a way to solve problems, since the student to teacher ratio is generally high. Hence enforcement of discipline and strict rules become a way to control students. So colleges look at discipline as a way of controlling ragging as well. My own take would be does the student get a sort of a pleasure ragging another student ? Personally I have never felt the need to rag anyone, Is this person  trying to take out his own frustrations through ragging ? I believe these are questions that have to be thought about and answered.

Till then this issue will not be resolved, my own proposition is that counselling be given to students who rag, mere discipline and punishment is only going to suppress this person's frustration and lead to further complication in his life. However it may be asked can a college actually hire a counseller/psycologist, would this be practical, another alternative would be to introduce the discipline of inner sciences within the  colleges itself.

The immediate question would be why I am suggesting this ? The following example gives the reason,

 A small example is that the transcendental meditation practice has been taken from it's source repackaged and introduced as something called "relaxation response". This actually helps the soldiers who come back from a war to make their mind fresh again and resolve all other issues the soldier has, how much more would this help students who always have pressure of studies and exams on their heads.

Within our culture we have many such inner sciences that help resolve issues within the mind. My own perspective is that we introduce these inner sciences within colleges so resolve the mental issues within students and if required even within teachers. This is not something new , as this was already present within our "Gurukula System", but since our current education system is fairly westernized, we are not using these inner sciences, I am simply asking bringing back something into the current system viz already ours.
